The Lugoff-Elgin Water Authority provides services for over 7,300 customers, including the Town of Elgin.  Lake Wateree is the source of water.

GARBAGE COLLECTION

Garbage collection is collected on Friday mornings by Davis Disposal.
It is requested that you have your cans out on Thursday evenings by 6 p.m.water and sanitation

All residents of Town of Elgin receive trash collection free-of-charge on behalf of the Town of Elgin.  This is not provided free-of-charge for businesses in town.

Davis Disposal will not pick up residential trash if it is not in an approved cart.  Per the town’s contract, the contractor shall only be required to collect garbage from roll carts that can be machine lifted and dumped into the Davis Disposal garbage truck.

You have the option to purchase your own “Toter Container” from Walmart, Lowe’s or Home Deport or you can rent a container from Davis Disposal for $7.00 per month.  It must have the bar in front that is required to allow the machine on the truck to lift and empty accordingly.

If you would like to receive a Recycling Bin, contact Davis Disposal.  Recycling bin fee is the resident’s responsibility.

STORMWATER MANAGEMENT

You may access the Town of Elgin Stormwater Management Ordinance HERE.

It is the purpose of the ordinance to protect, maintain, and enhance the environment of the Town of Elgin and the short-term and long-term public health, safety and general welfare of the citizens of the Town by establishing requirements and procedures to control the potential adverse effects of increased stormwater runoff associated with both future development (including redevelopment) and existing developed land.

It is further the purpose of this ordinance to establish adequate legal authority to control pollutant discharges into and from the Town of Elgin stormwater system and to meet the requirements of the DHEC NPDES Municipal Separate Storm Sewer System permit.
