MUNICIPAL JUDGE
The Town of Elgin is accepting applications/resumes for a Municipal Judge to preside over its court. The Municipal Judge will hear and determine all cases properly brought before the Municipal Court.
Job Duties:
• Issuing Arrest warrants, search warrants, summons and subpoenas, and presiding at early morning/late afternoon bond hearings as needed to set and accept bond for jailed inmates at the county detention center on an alternating weekly schedule with another municipal judge for the town.
Minimum Requirements:
• Applicant must be a US Citizen, a resident of the State of South Carolina for (5) years or more, (21) years of age or older, complete a training program or pass certification or recertification examinations, or both, pursuant to standards established by the Supreme Court of South Carolina within one year of taking office.
- Experience in criminal justice, criminal law or contracts as well as a Bachelor’s Degree are preferred.

FULL TIME – CLERK OF COURT
Position Hours:
Full time
Job Duties:
• Reports directly to the Mayor and Town Council
• Individual must be able to perform in a demanding environment
Court Duties include administrative office functions, but not limited to:
- Possess or quickly acquire a general working knowledge of Municipal Court’s traffic and criminal issues, coordination, and dispositions.
- Strong computer skills and tickets entry daily into the LawTrak System
- Schedule court, special hearings, and maintain an accurate court docket
- Print and email court dockets for judges and officers, which is held every week on Thursdays beginning at 1:00 p.m.
- Receipt daily payments and prepare daily bank deposits
- Retrieve credit card payment reports daily and receipt in LawTrak
- Receipt and monitor restitution and scheduled time payments
- Maintain accurate, complete, and timely current court files. Organize files in a neat and tidy manner, schedule hearings, mail summons, clock in court documents, add new case parties, etc
- Monitor conditional discharges and diligently schedule random drug screen testing according to the program schedule
- Schedule jury pools/ manage strikes / trials / hearings as needed
- Prepare all paperwork as needed for weekly court sessions and with timely follow-through of dispositions and intake of fines
- After court, make sure all tickets are correctly certified, enter all dispositions in LawTrak, and print out final dockets. Issue NRVCs or bench warrants for those defendants who did not appear
- Send notices for suspension to DMV on all NRVCs that are beyond the 15-day grace period
- Prepare expungements as required
- Coordinate with, inform and respond to the two Municipal Judges for and with whom you work, aware that their attorney license hangs over all that you do
- Complete monthly financial reports and send remittance to SC State Treasurer
- Complete yearly / quarterly reports required by Court Administration
- Prepare arrest warrants and rules to show cause, as needed
- Interact daily with a cordial attitude and professional demeanor respectfully dealing with all individuals daily on the phone, by email, or in person. Accurately answer questions from stressed individuals regarding paying tickets online, those called for jury duty, and those who are upset about the circumstances that brought them to court.
- Address and note attorney representation and inquiries carefully and promptly
- Maintain utmost confidentiality in all matters related to this position
Qualifications:
Requires a high school diploma or equivalent, experience in related field supplemented by three to five years of paralegal and/or municipal court experience; and the equivalent combination of education, training and experience that provides the knowledge, skills, and abilities necessary.
Pay Info/Benefits:
Salary Range: $36,500 – $41,500

PART TIME – ADMINISTRATIVE ASSISTANT/ASSOCIATE CLERK OF COURT
This is a part-time position without benefits and this employee reports directly to the Mayor and Town Council. This individual must be able to perform in a demanding environment.

• Requires a vocational/technical diploma in accounting, bookkeeping/accounting, or related field supplemented by three to five years of general bookkeeping and accounting experience; and the equivalent combination of education, training, and experience that provides the knowledge, skills and abilities necessary.

FULL TIME – POLICE DEPARTMENT
Elgin Police Department Officer
Position Hours:
Full time, Rotating 12 hour shifts, may be required to work extra hours during emergency situations, time and a half for any overtime. Every other weekend off is a 3 day weekend.
Job Duties:
• Position is responsible for service work, protecting life and property through enforcement of related laws and ordinances.
• Attending court as needed to appear and testify regarding citations issued.
• Enforce traffic, state and federal laws.

Qualifications:
• Minimum of 21 years old, high school diploma or GED equivalency, a valid SC driver’s license at date of hire, able to pass a background check and drug screen. SC Criminal Justice Certification of Class one required.
Pay Info:
Starting Salary between $54,500 – $59,000 annually plus benefits, depending on experience/qualifications.

FULL TIME – POLICE DEPARTMENT
Elgin Police Department Investigator
Position Hours:
8 a.m. – 5 p.m., Monday – Friday, with some weekend and after-hours
Qualifications:
- Must be currently Class One certified through SC Criminal Justice Academy
- Investigates crimes and criminal activities by interviewing victims and witnesses and interrogating suspects.
- Conducts initial and follow-up investigations on assigned cases; directs assigned investigations to a conclusion.
- Investigates and processes crime scenes; documents crime scenes; collects and preserves evidence; interviews officers pertaining to investigations.
- Prepares detailed reports on facts gathered in investigations; prepares case files for court.
- Communicates and exchanges information with other law enforcement agencies.
- Secures and assists in executing search warrants; serves warrants, summons, and subpoenas on suspects and defendants; makes arrests.
- Participates in pre-trial meetings with supervisor, victims, and attorneys; locates witnesses and victims to prepare for trial.
- Develops and maintains relationships with informants.
- Enters various data into computer systems concerning criminal activity and prepares reports.
- Review incident reports for investigations and dissemination to the media.
- Conducts background investigations on applicants.
- Performs the duties of a Police Officer as required.
- Provides excellent customer service when working with citizens, elected officials, and/or associates.
Pay Info:
Salary between $51,000 – $55,000

FULL TIME – POLICE DEPARTMENT – ADMINISTRATIVE ASSISTANT
Position Hours:
Full time, Monday – Friday, hours 8:00 a.m. – 5:00 p.m. Includes paid holidays and full benefit package.
Job Duties:
- Provides direct administrative support to the Chief of Police.
- Answers phone calls and assists walk ins, directs inquiries to the appropriate department.
- Carries out administrative duties such as creating files, requesting driving histories, answering mail correspondence, and preparing court documents.
- Exhibits polite and professional communication.
- Supports team by performing tasks to ensure individual files have all appropriate documentation prior to court date.
- Tracks general sessions court cases through the Public Index; closes cases and ensures files are stored according to status.
- Collects water payments for LEWA; Maintains cash drawer.
- Performs monthly validation requirements for NCIC.
- Enters and clears warrants, missing/stolen items, and any other NCIC related requirement.
- Enters and maintains data in LawTrak (Police report writing software)
- Self-Motivated; able to perform job requirements without constant direct supervision.
Qualifications:
- High school diploma or equivalent education required
- Administrative assistant experience
- Must be NCIC certified or willing to take certification test.
- Must pass background check and have a clean driving record.
