MINUTES FOR August 7, 2018




The monthly meeting of the Elgin Town Council was held Tuesday, August 7th at 6:00pm with Mayor Melissa Emmons presiding.




Present were Councilman Brad Hanley, Councilman Edward Smith, Councilwoman Naomi Eyers, Councilwoman Candy Silvers and Mayor Melissa Emmons





Mayor Melissa Emmons gave the invocation.





Councilman Brad Hanley led Town Council and all others attending the meeting in the Pledge of Allegiance


A motion was made to amend the agenda to allow a public presentation to take place at the beginning of the meeting instead of during New Business by Councilman Brad Hanley, with a 2ndby , Councilwoman Candy Silvers  and a unanimous vote from Council.


A motion was also made to amend the agenda to place Council Briefings as the last item following New Business for this meeting and future meetings by  Councilman Brad Hanley, with a 2ndby, Councilwoman Candy Silvers and a unanimous vote from Council.



Laurey Carpenter, Chair of the PLAY FoundationMrs. Carpenter and members of the Foundation and those who represented Kershaw County at the “All America City” Competition that took place in Denver, CO were on hand to present the Town of Elgin with a trophy and a Resolution from US Congressman Ralph Norman for Kershaw County being named a 2018 “All America City”. 




A motion was made by Councilwoman Candy Silvers to accept the July 3rd minutes with a 2ndmotion by Councilman Brad Hanley without further discussion and a unanimous vote.   





There were (4) formal complaints filed in July for a local business in town that were handled by the Elgin Police Department and the business was eventually evicted by the owner of the property.


Mayor Melissa Emmons – Zoning Ordinance Procedures Section 9.2, 9.3-2 and 9.5.  No one spoke during the hearing.


Council approved the 2nd/Final Reading to amend the Zoning Ordinance Procedures Section 9.2, 9.3-2 and 9.5 with a motion by _Councilman Brad Hanley, 2ndby Councilwoman Candy Silvers and a unanimous vote from Council.


Dana Sloan- Potter Park Update-informed Council that they are finalizing details for the benches to be placed at the park and forms will be available soon for individuals to purchase them in honor/memory of someone.  She also stated that they are still seeking a solution to provide some type of covering for the playground equipment, but it must be something that will be in compliance with our current warranty.  She also encouraged Council to move forward in making some type of decision/commitment for the future construction of a Community Center at the park and reminded them that this was listed as a project in the grant that was awarded from the State.


Mayor Emmons-Council approved the 1stReading to amend Ordinance 137, which will move our current election cycle from February to November during odd years.  Also, a contract was approved with Dooley & Associates for Accounting Services for the 2018-2019 Fiscal Year.  A motion was made by Councilwoman Candy Silvers to approve with a 2ndmotion by Councilwoman Naomi Eyers without further discussion and a unanimous vote.     

Colt Shirley Signs- A new design to replace the (3) existing Elgin Signs. A motion was made by Councilman Brad Hanley to approve with a 2ndmotion by Councilwoman Candy Silvers without further discussion and a unanimous vote.     

Council approved an amendment to the 2018-2019 Budget to move an additional $20,000 from Contingency to Research and Development for the construction of a future Community Center at Potter Community Park with a motion made by Councilman Brad Hanley, and a 2ndby, Councilwoman Candy Silvers, with a unanimous vote.

Chief Brown- reminded Council and those in attendance of the “National Night Out” Event that was taking place at Potter Park following the meeting.

  • Mayor Emmons –asked Council to consider live streaming future meetings and stated that she felt it would be beneficial for those unable to attend due to schedule conflicts, medical reasons, etc. She also informed Council that the town currently has an opening on the Kershaw County Housing Authority and we need to seek a nomination to recommend for the position.  In closing, she congratulated Kershaw Health on the recent Grand Opening of the Senior Retreat, the new 20-bed wing section of the facility at their Camden location.

A motion to adjourn the meeting was made at 7:10 pm by Councilman Brad Hanley with a 2nd motion by Councilwoman Candy Silvers, without further discussion and a unanimous vote.
