MINUTES FOR SEPTEMBER 1, 2015

CALL TO ORDER

The monthly meeting of the Elgin Town Council was held Tuesday, September 1 at 6:00pm with Mayor Melissa Emmons presiding.

ROLL CALL

Present were Mayor Melissa Emmons, Councilman Brad Hanley, Councilman Edward Smith, Councilwoman Candy Silvers, and Councilwoman Dana Sloan.

INVOCATION

Councilman Dennis Arledge gave the invocation.

PLEDGE OF ALLEGIANCE

Councilman Brad Hanley led Town Council and all others attending the meeting in the Pledge of Allegiance

ACCEPTANCE OF JULY 7, 2015 MEETING MINUTES (REVISED) & AUGUST 4, 2015 MINUTES & AUGUST 11, 2015 MINUTES.

A motion was made by Councilwoman Candy Silvers to accept the July 7th (revised) minutes with a 2nd motion by Councilman Ed Smith. A motion was made by Councilwoman Candy Silvers to accept the August 4th minutes with a 2nd motion by Councilman Brad Hanley and a motion was made by Councilman Brad Hanley to accept the August 11th minutes with a 2nd motion by Councilwoman Candy Silvers all minutes were accepted without further discussion and a unanimous vote.

OLD BUSINESS
Mayor Emmons presented the Technology Use Policy for the Town of Elgin with a 1st reading. A motion was made by Councilman Ed Smith accept the Technology Use Policy’s 1st reading with a 2nd motion by Councilman Brad Hanley, Mayor and Town Council accepted without further discussion and a unanimous vote.

PUBLIC MEETING

NEW BUSINESS
Zoning Administrator Randy Pruitt recommended Craig Miezejeski for the Zoning Board of Appeals. It was decided mutually among Mayor Emmons and Town Council to table the recommendation until October 6th Town Council meeting for further review.

Mayor Emmons presented the 1st reading of the Stormwater Management Ordinance. Councilman Brad Hanley made a motion to accept the 1st reading of the Stormwater Management Ordinance with a 2nd motion by Councilwoman Dana Sloan, without further discussion and a unanimous vote.

John Caughman with the Kershaw County Election Commission presented new updates for upcoming elections to Mayor and Town Council. He stated the Republican Presidential Primary will be on February 20th and the Democratic Primary will be February 27th. Mr. Caughman also stated the State Election Commission was directed by Proviso 100.15 of 2014 to work with the appropriate entities to develop a plan to standardize all election dates so that all elections are held on the first Tuesday following the first Monday in November starting in 2017. It is his recommendation to follow these guidelines for our Municipality and if anyone has questions they can go to the Election website at scvotes.org.

Chief Brown presented 3 proposals for video surveillance/recording systems to Mayor and Town Council. It is his recommendation to have a system installed to ensure safety during Court proceedings and meetings. Councilwoman Candy Silvers made a motion for Chief Brown to move forward with the purchase of this equipment with a 2nd motion by Councilwoman Dana Sloan without further discussion and a unanimous vote.

Chairman Julian Burns from Kershaw County Council gave a speech regarding his Vision Kershaw 2030 plan and introduced Kyle Kelly from Santee Lynches Regional Council of Governments who gave a presentation of Vision Kershaw 2030 that included a slide show and community involvement to help encourage feedback from town citizens and encouraged ideas and feedback to assist with their infrastructure planning process. After the presentation all were encouraged to go to the website for any additional comments or ideas at visionkershaw2030.org.

PUBLIC FORUM

A motion to adjourn the meeting was made at 7:35pm by Councilman Brad Hanley with a 2nd motion by Councilwoman Candy Silvers, with a unanimous vote.
