ELGIN TOWN COUNCIL MEETING
MINUTES FOR OCTOBER 6, 2015

CALL TO ORDER

The monthly meeting of the Elgin Town Council was held Tuesday, October 6 at 6:00pm with Mayor Melissa Emmons presiding.

ROLL CALL

Present were Mayor Melissa Emmons, Councilman Brad Hanley, Councilman Edward Smith, Councilwoman Candy Silvers, and Councilwoman Dana Sloan.

INVOCATION

Pastor Paul Miles gave the invocation.

PLEDGE OF ALLEGIANCE

Councilman Brad Hanley led Town Council and all others attending the meeting in the Pledge of Allegiance

ACCEPTANCE OF AUGUST 25, 2015 MEETING MINUTES (REVISED), SEPTEMBER 1, 2015 MINUTES & SEPTEMBER 17, 2015 MINUTES.

A motion was made by Councilwoman Dana Sloan to accept the August 25th (revised) minutes with a 2nd motion by Councilman Brad Hanley. A motion was made by Councilman Ed Smith to accept the September 1st minutes with a 2nd motion by Councilman Brad Hanley and a motion was made by Councilwoman Candy Silvers to accept the September 17th minutes with a 2nd motion by Councilwoman Dana Sloan all minutes were accepted without further discussion and a unanimous vote.

SEPTEMBER COMPLAINTS
Mrs. Jackie Starling filed a complaint on 9/22/15 due to several chickens running loose in her yard on Cherry Lane. Chief Brown asked Officer Smith to go to the residence and remove the chickens. Officer Smith removed the chickens and took them to a safe location.

COUNCIL BRIEFING
Councilwoman Candy Silvers stated she was happy to be in the community. Councilwoman Dana Sloan did not have anything to comment on. Councilman Brad Hanley stated he appreciated all they do and Councilman Ed Smith reiterated he appreciated everything.

County Councilman Dennis Arledge and County Councilman C.R. Miles spoke regarding the affect the flooding had on the economic development of Kershaw County. Councilman Miles stated 64 roads were closed and Kershaw County was working closely with EMS and State Agencies to assist individuals affected by the storm. Councilman Miles provided a hotline number for individuals in need of assistance at 803-425-7242.

OLD BUSINESS
Mayor Emmons presented the Technology Use Policy for the Town of Elgin with a 2nd reading. A motion was made by Councilwoman Candy Silvers to accept the Technology Use Policy’s 2nd reading with a 2nd motion by Councilman Ed Smith, Mayor and Town Council accepted without further discussion and a unanimous vote.

Zoning Chairman Jimmy Crosby recommended Craig Miezejeski for the Zoning Board of Appeals. A motion was made by Councilman Brad Hanley to accept the recommendation of Craig Miezejeski to Zoning Board of Appeals with a 2nd motion by Councilwoman Candy Silvers, Mayor and Town Council accepted without further discussion and a unanimous vote.

PUBLIC MEETING

NEW BUSINESS
Mayor Emmons presented the 1st reading of the amended Ordinance 137. Councilwoman Dana Sloan made a motion to accept the 1st reading of the amended Ordinance 137 with a 2nd motion by Councilman Brad Hanley, without further discussion and a unanimous vote.

Mayor Emmons presented the 1st reading of the amended Personnel Manual. Councilwoman Candy Silvers made a motion to accept the 1st reading of the amended Personnel Manual with a 2nd motion by Councilman Ed Smith, without further discussion and a unanimous vote.

Mayor Emmons presented the 1st reading of Ordinance 229 (annexation of 2548 Pheasant Walk). Councilwoman Dana Sloan made a motion to accept the 1st ready of Ordinance 229 with a 2nd motion by Councilman Brad Hanley, without further discussion and a unanimous vote.

Mayor Emmons opened the sealed bid for garbage service within the Town Limits. Davis Disposal was the only garbage bid and acceptance of this bid was tabled until the next Town Council meeting pending further review.

Mayor Emmons opened the sealed bids for landscaping for the Town which were: Advantage Pest Management, Sweetwater Landscapes and A Cut Above Lawn Care. Councilman Brad Hanley made a motion to accept the bid from A Cut Above Lawn Care with a 2nd motion by Councilwoman Dana Sloan, without further discussion and a unanimous vote.

Councilwoman Dana Sloan proposed having guidelines for Citizen of the Year nominations. After input from Town Clerk, Melony Hudson-Martin and Doris Kling, Mayor Emmons requested to have a workshop to discuss the guidelines for Citizen of the Year. Councilman Brad Hanley made a motion to set a date for the workshop on October 12 at 6pm with a 2nd motion by Councilwoman Candy Silvers, without further discussion and a unanimous vote.

Ms. Shirley Miles, chairman of Blaney-Elgin Museum and Historical Society, made a presentation to Mayor and Council for their plans to proceed with the construction of a 2500 square foot Museum. Ms. Miles asked that if they are able to raise enough money to build the Museum, if the Town of Elgin would be willing to accept the maintenance expenses for the Museum. After some discussion Mayor Emmons recommended a workshop be scheduled so the plans can be discussed further. Council agreed and Ms. Miles was asked to email Mayor Emmons a date and time and she in turn would notify Council.

PUBLIC FORUM

A motion to adjourn the meeting was made at 7:40pm by Councilman Brad Hanley with a 2nd motion by Councilwoman Candy Silvers, with a unanimous vote.
