ELGIN TOWN COUNCIL MEETING

MINUTES FOR OCTOBER 3RD, 2017

 

CALL TO ORDER

 

The monthly meeting of the Elgin Town Council was held Tuesday, October 3rd at 6:00pm with Mayor Melissa Emmons presiding.

 

ROLL CALL

 

Present were Councilman Brad Hanley, Councilman Edward Smith, Councilwoman Candy Silvers, Councilwoman Naomi Eyers and Mayor Melissa Emmons.

 

 

INVOCATION

 

Mayor Melissa Emmons gave the invocation.

 

 

PLEDGE OF ALLEGIANCE

 

Councilman Brad Hanley led Town Council and all others attending the meeting in the Pledge of Allegiance

 

ACCEPTANCE OF SEPTEMBER 5TH AND SEPTEMBER 25TH (Special Business Meeting Minutes), 2017 MEETING MINUTES

A motion was made by Councilman Brad Hanley to accept the September 5th and September 25th minutes with a 2nd motion by Councilman Ed Smith without further discussion and a unanimous vote.                                                                                                                                                                                                                                                                                                    


 

 

PUBLIC FORUM

Mr. John Storemeski stated that he had received the information he requested; however the bank statements were useless and illegible.  He demanded to know the “body count” of employees for the Town and stated the Town has no money.  He said there should only be $25,000 in the contingency fund and there was no longer a research and development allocation.

No formal complaints were filed

 

PUBLIC HEARING

 

 

COUNCIL BRIEFING

  • Councilwoman Candy Silvers had nothing to report
  • Councilwoman Naomi Eyers had nothing to report
  • Councilman Ed Smith stated that after their safety meeting it was decided the file cabinets in Town Clerk’s office needed to be replaced due to their age and they are hazardous. Councilman Hanley will go to Service and Supply to look for replacements.
  • Mayor Emmons gave the following updates: Citizen of the Year nomination forms will be accepted from October 9th until November 17th. The form has been uploaded to the Town website.  Radiate Church will be hosting Trunk or Treat at Potter Community Park on October 31st from 6pm until 9pm.  Town of Elgin Christmas Tree Lighting is scheduled for November 30th at 7pm.

 

 

OLD BUSINESS

 

 

COMMITTEE MEETING BREIFING

Dana Sloan stated that Ducksback will start construction this week for the walking trail at Potter Community Park and estimated completion will be within 2 weeks.  She stated there would be an article in the local paper and she would verify with Zoning Administrator, Randy Pruitt, set back requirements, etc.  Dana asked Mayor and Council if the dirt removed from this project could be placed elsewhere as fill dirt and Mayor and Council agreed that it should be removed.  Dana also stated that Council needs to revisit the Potter Community Park User Agreement to possible include the addition of fees for use of the park during their next meeting.

 

 

 

Wellness Committee Chairwoman, Melony Hudson stated the 5K course had been certified for the charity walk/run to be held March 24th, 2018 due to the diligence and hard work from Sgt. Perry.  Mayor Emmons created the slogan “Run for Roundup” for the event since all the proceeds will be donated to The Toy Round Up Charity.  Jasmine Shull will donate her time to create a flyer for the event.  The committee will seek corporate sponsors to help with the costs involved.  The Committee will meet within 2 weeks to start organizing vendors and supplies. 

 

 

NEW BUSINESS

Mayor Emmons read and dedicated the ADK Proclamation to members that attended.

 

Town Attorney, John Wells, requested to go into Executive Session – Section 30-4-70 (a) (2) for a contractual matter.  Mr. Wells also invited Town Clerk, Melony Hudson, to accompany Council in Executive Session.  A motion to go into Executive Session was made at 6:29pm by Councilwoman Candy Silvers with a 2nd motion by Councilman Brad Hanley, without further discussion and a unanimous vote.

 

A motion was made at 6:54pm to come out of Executive Session by Councilman Brad Hanley with a 2nd motion by Councilwoman Candy Silvers, Mayor Emmons stated no decisions were made and no votes were taken, without further discussion and a unanimous vote.

 

 

 

A motion to adjourn the meeting was made at 6:56pm by Councilman Brad Hanley with a 2nd motion by Councilwoman Candy Silvers, without further discussion and a unanimous vote.
