November 6, 2012-Minutes

The monthly meeting of the Elgin Town Council was held Tuesday, November 6, 2012 at 7:00 p.m. at the Elgin Town Hall with Mayor Brad Hanley presiding. Councilman Ross and Councilman Ernst were absent. Invocation by Melissa Emmons and Pledge of Allegiance led by Larry Risvold followed.

            Motion to approve the October minutes (regular and special) by Councilman Risvold, 2nd by Councilwoman Emmons. Unanimous.

            Financial Information was reviewed by Mayor Hanley – reviewing the police activity income/expenses and local option sales tax figures.

            A Resolution for National Hunger and Homelessness Awareness Week was read and signed by Mayor Hanley and presented to Mrs. Glenna Brown-Kaiser (a local representative of this group).

            2nd Reading of Ordinance 171 – Amending the Business License Ordinance – Levying a Business License Tax on Telecommunications. Motion was made to adopt by Councilman Risvold, 2nd by Councilwoman Emmons. Unanimous.

            2nd Reading – Ordinance 220  Ordinance to Provide for Election Dates and Times. Motion was made to adopt by Councilman Risvold, 2nd by Councilwoman Emmons. Unanimous.

            2nd Reading – Ordinance 221 – Amending the Business License Ordinance Provisions for Insurance Companies. Motion was made to adopt by Councilman Risvold, 2nd by Councilwoman Emmons. Unanimous.

            Mayor Hanley introduced Ms. Katherine Danner – a USC Masters Program student who is writing about Elgin for one of her courses.

            There were no October complaints to report.

OLD BUSINESS

            Melissa Emmons reported to Council that Cross Point Church would be doing the Christmas tree lighting ceremony this year (either Nov 27th or Nov 29th).

            Melissa also reported that the Town’s website had 476 hits in October. She also praised the Elgin Police Department on some of their recent work and that they are doing such a good job protecting the Town of Elgin.

PUBLIC FORUM

            Town Clerk, Judy Darby-Buchanan, presented the town with a book highlighting (in pictures) the remodeling of the new Town Hall and Police Department.
