ELGIN TOWN COUNCIL MEETING
MINUTES FOR NOVEMBER 4, 2014

CALL TO ORDER
The monthly meeting of the Elgin Town Council was held Tuesday, November 4, 2014 at 6:00pm with Mayor Brad Hanley presiding.

ROLL CALL
Present were Mayor Brad Hanley, Councilwoman Melissa Emmons, Councilman Edward Smith, Councilwoman Candy Silvers and Councilwoman Dana Sloan.

INVOCATION
Councilwoman Melissa Emmons gave the invocation.

PLEDGE OF ALLEGIANCE
Mayor Brad Hanley led Town Council and all others attending the meeting in the Pledge of Allegiance

ACCEPTANCE OF OCTOBER 7, 2014 MEETING MINUTES
A motion was made by Councilwoman Melissa Emmons to accept the October 7 minutes and with a 2nd motion by Councilwoman Candy Silvers without further discussion, with a unanimous vote.

OCTOBER COMPLAINTS
It was reported that an Advertising sign for Circee Nail Salon is obstructing the view of drivers exiting Food Lion parking lot at Pine Street. A Report was taken by Patti Potter and given to Randy Pruitt. Mr. Pruitt notified the business owner and the sign was removed.

EPD Received a complaint about the Elgin Quick Shop selling bongs and scales (drug paraphernalia). Chief Brown talked with the owner who agreed to remove the obvious paraphernalia and Lt. Anders found there were no other convenience stores selling this type paraphernalia.

OLD BUSINESS
Councilwoman Dana Sloan gave an update on Potter Community Park. She stated the electrical was completed Monday by Fink Construction and they are working on installing the ceiling fans. LEWA has installed the water meter and a discussion of the piping needed for the upcoming Catfish Stomp will be addressed at the Potter Park Committee meeting tonight after the Town Council Meeting. The rules and regulations of the use of Potter Community Park will also be discussed in the Committee meeting.

Mayor Hanley and Town Council members, except for Councilwoman Candy Silvers, signed the Amended Ordinance to the 2014/2015 Budget, as there was an error on the original Amended Ordinance.

Mayor Hanley reminded Town Council members and all present there is a meeting Thursday night at 5:30 p.m. at Potter Community Park for the upcoming Car Show. He stated the representatives of the Car Show will handle everything other than the traffic control for the event and Chief Brown is overseeing that.

PUBLIC MEETING

NEW BUSINESS
Councilwoman Melissa Emmons reminded all in attendance of the upcoming Christmas Tree lighting, in which Doby’s Mill Elementary School and Blaney Elementary School will be performing; individually and together. Lugoff-Elgin High School has asked to perform as well. The event will be December 4, 2014 at 7 p.m. at Potter Community Park. This event will kick off our annual Catfish Stomp.

Mayor Hanley presented Ordinance 226 An Ordinance to Provide for Election Dates & Times. A motion was made by Councilwoman Candy Silvers to accept the first ready as is and this was 2nd by Councilman Ed Smith without further discussion, with a unanimous vote.

A motion to adjourn the meeting was made at 6:15pm by Councilwoman Melissa Emmons with a 2nd motion by Councilwoman Candy Silvers, with a unanimous vote.
