ELGIN TOWN COUNCIL MEETING
MINUTES FOR NOVEMBER 3, 2015

CALL TO ORDER

The monthly meeting of the Elgin Town Council was held Tuesday, November 3rd at 6:00pm with Mayor Melissa Emmons presiding.

ROLL CALL

Present were Mayor Melissa Emmons, Councilman Brad Hanley, Councilman Edward Smith, Councilwoman Candy Silvers, and Councilwoman Dana Sloan.

INVOCATION

Pastor Brandon Goff gave the invocation.

PLEDGE OF ALLEGIANCE

Councilman Brad Hanley led Town Council and all others attending the meeting in the Pledge of Allegiance

Mayor Emmons made a motion to adjust the presentation of the Mayors Awards to be given out before proceeding with the Town Council Meeting. Councilman Brad Hanley motioned to move forward with the Mayor’s Awards presentation with a 2nd motion by Councilwoman Dana Sloan without further discussion and a unanimous vote.

Mayor Emmons presented Cub Scout Pack 316, Boy Scout Pack 316 and PUG Ministries with Mayor’s Awards for their dedication and service to The Town of Elgin.

ACCEPTANCE OF OCTOBER 6, 2015 MEETING MINUTES, OCTOBER 12, 2015 WORKSHOP MINUTES & OCTOBER 19, 2015 WORKSHOP MINUTES.

A motion was made by Councilman Ed Smith to accept the October 6th minutes with a 2nd motion by Councilman Brad Hanley without further discussion and a unanimous vote.

A motion was made by Councilwoman Dana Sloan to accept the October 12th Workshop minutes with a 2nd motion by Councilwoman Candy Silvers and a discussion ensued regarding the Citizen of the Year nominees against the advisement of Mayor Emmons and Councilman Ed Smith. A motion was made to add
Citizen of the Year Guidelines to the Agenda under Old Business by Councilwoman Dana Sloan with a 2nd motion by Councilman Brad Hanley. The additions to the prior Citizen of the Year Guidelines made during the October 12th workshop are as follows:

No multiple wins
Seek prizes from local Business Owners
No one on Elgin Town Council is eligible to be nominated
No Elgin Town Employee is eligible to be nominated, but Town of Elgin Police Department employees would be eligible
Elgin Town Council would determine the level of worthiness or meritorious service to the town.

These items are to be made effective for the 2015 Citizen of the Year selection. A motion was made to accept these changes by Councilwoman Dana Sloan with a 2nd motion by Councilman Brad Hanley. Councilwoman Candy Silvers voted yay and Mayor Emmons and Councilman Ed Smith voted nay to the changes for Citizen of the Year Guidelines

A motion was made by Councilwoman Candy Silvers to accept the October 19th minutes with a 2nd motion by Councilman Ed Smith without further discussion and a unanimous vote.

OCTOBER COMPLAINTS
A call was received by Clerk, Melony Hudson-Martin from the Clerk at Elgin Veterinary Practice on October 26. According to the employees of Elgin Veterinary Practice, every morning they arrive at work there are multiple beer cans and bottles in their parking lot and around their building that they have to clean up due
to the customers from Blaney Backyard Grille. A customer from Blaney Backyard

Grille has knocked their fence down before and Dr. Hoppmann is very frustrated due to the continuous nuisance this is causing. There are signs in the Elgin Veterinary Practice parking lot stating if vehicles are parked after hours they will be towed by Eddie Roberts Towing. Lt. Wilson responded to the call. She met with the employees of Elgin Veterinary Practice and then with the General Manager, Brian Moore, of Blaney Backyard Grille. Mr. Moore stated he would notify their customers.

COUNCIL BRIEFING
• Councilman Brad Hanley stated he appreciated everyone coming and getting together to help with the flood victims
• Councilwoman Dana Sloan had no comment
• Councilwoman Candy Silvers sated she was proud of the Town’s community during the flood
• Councilman Ed Smith stated he was proud everyone coming together and helping with the flood distribution

OLD BUSINESS
Councilwoman Dana Sloan gave an update for Potter Community Park and gave all of Council an updated list of Guidelines for Park usage. Councilwoman Silvers motioned to accept the new Guidelines with a 2nd motion by Councilman Brad Hanley. Clerk, Melony Martin will email all of Council the revised agreement that will be 2 sided. Councilman Ed Smith presented the Mayor with the contract from Fairfield Electric priced at $18 per light (10 lights) at a total cost of $180 a month. Mayor Emmons signed the contract and the lights will be installed after the Catfish Stomp.

Mayor Emmons presented the 2nd reading of the amended Ordinance 137. Councilwoman Candy Silvers made a motion to accept the 2nd reading of the amended Ordinance 137 with a 2nd motion by Councilman Brad Hanley, without further discussion and a unanimous vote.

Mayor Emmons presented the 2nd reading of the amended Personnel Manual. Councilwoman Dana Sloan made a motion to accept the 2nd reading of the amended Personnel Manual with a 2nd motion by Councilwoman Candy Silvers, without further discussion and a unanimous vote.

Mayor Emmons presented the 2nd reading of Ordinance 229 (annexation of 2548 Pheasant Walk). After discussion of the location of 2548 Pheasant Walk and verification from Lt. Alan Anders that this home was “touching” another property in

the Town Limits, Mayor Emmons and Councilman Brad Hanley voted yay to annex in 2548 Pheasant Walk and Councilwoman Dana Sloan, Councilwoman Candy Silvers
and Councilman Ed Smith voted nay and the property was not annexed into Town Limits.

Mayor Emmons presented the garbage collection contract from Davis Disposal. Councilman Brad Hanley motioned to pursue the contract from Davis Disposal at a rate of $4,200 per month with a 2nd motion by Councilwoman Dana Sloan. Councilman Brad Hanley motioned for adding a 90 day negotiation clause to the annual contract with a 2nd motion by Councilman Ed Smith without further discussion and a unanimous vote.

PUBLIC MEETING

NEW BUSINESS
Mayor Emmons presented Ms. Harriet Reed from United Way of Kershaw County and agreed to accept the National Hunger and Homelessness Awareness Proclamation for November 15 – 21st as National Hunger and Homelessness week.

PUBLIC FORUM

A motion to adjourn the meeting was made at 8:00pm by Councilwoman Candy Silvers with a 2ndmotion by Councilman Brad Hanley, with a unanimous vote.
