ELGIN TOWN COUNCIL MEETING
MINUTES FOR R JANUARY 3rd, 2017

CALL TO ORDER
The monthly meeting of the Elgin Town Council was held Tuesday, January 3rd at 6:00pm with Mayor Melissa Emmons presiding.

ROLL CALL
Present were Mayor Melissa Emmons, Councilman Brad Hanley, Councilman Edward Smith, Councilwoman Candy Silvers, and Councilwoman Dana Sloan

INVOCATION
Councilwoman Dana Sloan gave the invocation.

PLEDGE OF ALLEGIANCE
Councilman Brad Hanley led Mayor, Town Council and all others attending the meeting in the Pledge of Allegiance

ACCEPTANCE OF DECEMBER, 2016 MEETING MINUTES (AMENDED)
A motion was made by Councilman Ed Smith to accept the December 6th minutes with a 2nd motion by Councilwoman Candy Silvers with 2 changes by Councilwoman Sloan without further discussion and a unanimous vote. (Amended copies were given to Mayor and Council)

Councilman Brad Hanley motioned to change the Agenda to add Zoning Administrator, Randy Pruitt under New Business with a 2nd motion by Councilwoman Candy Silvers without further discussion and a unanimous vote.

DECEMBER COMPLAINTS

PUBLIC HEARING

COUNCIL BRIEFING
• Councilman Ed Smith stated there are 2 Council seats coming up for re-election and he wanted to encourage everyone to vote.
• Councilman Brad Hanley wanted to discuss matters regarding administrative “snafoons”, where files are kept and who can access them, the logging in of complaints and communications that need approval. Wit6h these areas of concern there may need to be some policy changes. Mayor Emmons proposed a workshop to discuss these items on January 5th at 6pm. Councilman Brad Hanley motioned to have a workshop on January 5th at 6pm to discuss Administrative Policies with a 2nd motion by Councilwoman Candy Silvers without further discussion and a unanimous vote. He also requested from Town Clerk, Melony Hudson-Martin the copies of grant applications through the Municipal Association, which were requested but not received to date. Town Clerk will follow up with the Municipal Association.
• Councilwoman Dana Sloan wanted to discuss procurement concerns – which she will address during the scheduled workshop on January 5th
• Councilwoman Candy Silvers had no new information to report

OLD BUSINESS

NEW BUSINESS
Randy Pruitt recommended the reappointment of Becky Robinson to the Planning and Zoning Commission. Councilwoman Candy Silvers made a motion to reappoint Becky Robinson to the Planning and Zoning Commission with a 2nd motion by Councilman Brad Hanley without further discussion and a unanimous vote. Council noted they appreciate her service.

Chief Brown requested to have a $3,000 refund from Mansfield Oil to be put in the Police Department IT budget. A motion was made by Councilman Brad Hanley to amend the technology budget for the Police Department to increased by $3,000 with a 2nd motion by Councilwoman Dana Sloan without further discussion and a unanimous vote.

Chief Brown requested to have the Town’s policy and procedures manual updated so as to present to the insurance company for a savings.

Chief Brown gave an update for the Toy Round Up, stating 152 children and 65 families were assisted this year and provided 49 families with food and 25 seniors with fruit baskets. He also stated every child that requested a bike received one due to the overwhelming donations from the community.

Mayor Emmons requested to go into Executive Session pursuant to Section 30-4-70 (a) (1) Discussion of employment, appointment, compensation, promotion, demotion, discipline, or release of an employee, a student, or a person regulated by a public body or the appointment of a person to a public body. Councilman Brad Hanley motioned to go into Executive Session with a 2nd motion by Councilman Ed Smith without further discussion and a unanimous vote at 6:28pm. Town Attorney, John Wells, was invited into Executive Session.

Councilwoman Dana Sloan made a motion to come back into open session with a 2nd motion by Councilwoman Candy Silvers without further discussion and a unanimous vote at 7:46pm. Mayor Emmons stated there were no decisions made and no actions taken.

Mayor Emmons requested Town Clerk, Melony Hudson-Martin to have 10 copies of the policy and procedures, personnel manual and all town ordinances made and bound for the Workshop on January 5th.

PUBLIC FORUM

A motion to adjourn the meeting was made at 7:56pm by Councilman Brad Hanley with a 2nd motion by Councilwoman Dana Sloan, without further discussion and a unanimous vote.
