ELGIN TOWN COUNCIL MEETING
MINUTES FOR MAY 3, 2016

CALL TO ORDER

The monthly meeting of the Elgin Town Council was held Tuesday, May 6th at 6:00pm with Mayor Melissa Emmons presiding.

ROLL CALL

Present were Mayor Melissa Emmons, Councilman Brad Hanley , Councilman Edward Smith, Councilwoman Candy Silvers, and Councilwoman Dana Sloan.

INVOCATION

Mayor Emmons gave the invocation.

PLEDGE OF ALLEGIANCE

Councilman Brad Hanley led Mayor, Town Council and all others attending the meeting in the Pledge of Allegiance

ACCEPTANCE OF APRIL 12, 2016 MEETING MINUTES

A motion was made by Councilwoman Candy Silvers to accept the April 12th minutes with a 2nd motion by Councilwoman Dana Sloan without further discussion and a unanimous vote.

PUBLIC HEARING

COUNCIL BRIEFING
• Councilman Ed Smith had no new information to report
• Councilman Brad Hanley stated the Board he serves on, Santee Lynches COG, was planning on repairing 5 or 6 roads in Kershaw County; one of which is in our jurisdiction – Pine Street. Since they meet monthly he will keep everyone updated on the progress made.
• Councilwoman Dana Sloan had no new information to report
• Councilwoman Candy Silvers stated that even though Smithfield is not in our jurisdiction, she wanted to know who could be contacted about the sign being fixed since the name was spelled incorrectly.
• Mayor Emmons stated there would be a Traffic Feasibility Study on May 4th at 6pm at Town Hall. She also reminded everyone the National Day of Prayer would be Thursday, May 5th at noon in front of Town Hall by the Clock and prayer would be performed by Preacher Ken Jackson. Mayor Emmons encouraged all to attend the PoDunk Festival Saturday, May 7th starting at 10am and ending at 2pm followed by the Movies on Main at 6pm.

OLD BUSINESS

NEW BUSINESS
Mayor Emmons read and presented the Police Proclamation honoring the Elgin Police Department and declaring May 15th the start of National Police Week.

Mayor Emmons introduced Judge Michelle James and renewed her term of 2 years. Judge David Reuwer read Judge James her Oath of Office.

Mayor Emmons presented Council with the 2016/2017 budget and motioned for the 1st reading. Councilman Brad Hanley motioned to approve the 1st reading and 2nd motion by Councilman Ed Smith. Councilwoman Dana Sloan asked if Town Attorney could be put on retainer in lieu of remitting payment as services are rendered. Mayor Emmons stated she contact Mr. Wells and ask what his fee would be. Mayor and Council moved forward without further discussion and a unanimous vote.

Mayor Emmons proposed May 16th at 6pm for the Budget Workshop with a unanimous acceptance from Council.

Chief Brown requested of Mayor and Council to approve adding to the storage building at the back of Town Hall at a cost of $5,250 and David Brown as the Builder. Councilman Brad Hanley made a motion to move forward with the addition and 2nd motion by Councilwoman Dana Sloan without further discussion and a unanimous vote.

Chief Brown asked Mayor and Council if he could donate the 2009 Chevrolet or 2008 Charger to Bethune Police Department. Councilman Ed Smith made a motion to donate either vehicle to the Bethune Police Department and 2nd motion by Councilman Brad Hanley without further discussion and a unanimous vote.

Councilwoman Dana Sloan asked if the Town Council meeting could be changed to June 14th, as she will be out of town during the first week of June. Councilwoman Candy Silvers made a motion to change the June Town Council meeting to June 14th at 6pm and 2nd motion by Councilman Brad Hanley without further discussion and a unanimous vote.

Dr. Frank Morgan, Mark Sury and Mr. Donnie Wilson presented information regarding the Kershaw County School District Building Plan and the funding alternatives via a bond referendum and one-cent sales tax. Different scenarios were presented and discussed. Mayor Emmons and Town Council thanked everyone for their presentation and comments.

PUBLIC FORUM

A motion to adjourn the meeting was made at 6:50pm by Councilman Brad Hanley with a 2ndmotion by Councilwoman Candy Silvers, without further discussion and a unanimous vote.
