June Council Meeting

The regular monthly meeting of the Elgin Town Council was held on Tuesday, June 2nd at 7:00 pm at the Elgin Town Hall. All council members were present with Mayor Melissa Emmons presiding. The Invocation was given by Pastor Ken Jackson of Hillcrest Baptist Church and followed by the Pledge of Allegiance, which was led by Councilman Brad Hanley.

The following business licenses were issued in May: (1) Tired of Hurting dba Robert M. Hoffman-Wellness Center LLC-a clinical massage business located at 1107 Church Street, (2) Champion Windows-a windows, doors, patio rooms, roof and siding company located at 8 Fernandina Court, Columbia 29212, (3) Mid Carolina Chimney Service-a chimney service located at 615 Evelyn Drive, Columbia 29210, and (4) The Lunch Box-a restaurant located at 1100 Rose Street in Elgin. As always, we welcome the new businesses to our community and encourage you to visit them and Think Elgin First.
Next on the agenda was the approval of the May 5th minutes with a motion from Councilwoman Candy Silvers, 2nd by Councilman Ed Smith and a unanimous vote from Council.

The May complaints were as follows: (1) on 05/18/15, a resident complained about a residence in town having a large tarp hanging from trees and a potty with lights on it in the front section of the property. Chief Brown assigned Lt. Wilson to the case and she went to the residence and took pictures. In turn, she sent the photos to our Zoning Administrator, Randy Pruitt, asking for his assistance in the matter. Mr. Pruitt advised Mayor and Council that the issues had been resolved and the owner of the property was present at our June meeting to affirm.

A Public Hearing was held for the 2nd reading of the 2015-2016 Budget in which no one spoke. No motion was made to approve the reading and the Budget was tabled and another Public Hearing was scheduled for Monday, June 8th @ 6:00. No one spoke during the Public Hearing on the 8th and a motion was made by Councilman Brad Hanley to approve the 2nd and final reading of Ordinance 227, 2015-2016 Budget, with a 2nd from Councilman Ed Smith and a unanimous vote. The following changes were made: GL code 7090 (Misc) was reduced from $5,000 to $2,500; GL code 7380 (Contingency) was increased from $21,764 to $24,264; GL code 7390 (Research and Development) was reduced from $5,000 to $3,200. Two line items were created-one revenue for health insurance was added under GL code 6320 and one expense item was created for contracted maintenance under GL code 7400 with a budget of $1,800. The total projected revenues/expenditures for the 2015-2016 budget is $809,790. A motion was made by Councilman Ed Smith to amend the changes and 2nd by Councilwoman Candy Silvers with a unanimous vote. With the Public Hearing for the Budget being the only item on the agenda, the meeting adjourned at 7:15.

In Old Business, Mayor Emmons discussed a letter provided by Town Attorney, John Wells, regarding the Blaney-Elgin Museum which in turn the information was given to Zoning Administrator Pruitt for further review. Mr. Pruitt was asked to contact Shirley Miles, President of the Blaney-Elgin Historical Society to review their plans and discuss the restrictions the property may have for their proposal. Mr. Pruitt was asked to prepare a checklist for her and to present the results at the July meeting.

Mayor Emmons presented the 1st reading of Zoning Ordinance Article 3 which will allow residents to have hens within the town limits. Councilwoman Candy Silvers motioned to approve the ordinance with a 2nd from Councilwoman Dana Sloan without further discussion and a unanimous vote.
In New Business, Zoning Administrator, Randy Pruitt, recommended existing Planning and Zoning Chairman, Jimmy Crosby to be appointed to Planning and Zoning Commission for another (4) year term and Mr. Ronald Collins for the Zoning Board of Appeals. After reviewing their credentials, Councilwoman Candy Silvers motioned to approve their appointments with a 2nd from Councilman Ed Smith without further discussion and a unanimous vote.

Mayor Emmons presented Certificates of Appreciation to the Elgin Police Department, KershawHealth and fire departments from Antioch, Bethune, Blaney, Lugoff, Doby’s Mill, Mt. Pisgah and Pine Grove for their response to a fire which destroyed two businesses on Mother’s Day in May. Mayor and Council also recognized two officers (Lt. Alan Anders and Lt. Ed Hines), who were off duty during the event, but came into town and helped direct traffic. The fire departments were thanked for preventing the loss of additional businesses and collaborating to contain the fire. Mayor and Council recognized KershawHealth for sending an ambulance to the scene. Councilwoman Dana Sloan, whose husband’s family owns one of the businesses that was destroyed, also thanked the emergency responders for assisting. She went on to thank everyone for the outpouring consideration of the Town and stated that her family will be forever grateful.

At this time, Mayor Emmons presented a resolution for The Santee Lynches Hazard Mitigation Plan which will enable the Town of Elgin to receive FEMA assistance in the event of a State of Emergency due to a catastrophic event in the Town. Councilman Brad Hanley motioned to approve the Plan with a 2nd from Councilwoman Dana Sloan without further discussion and a unanimous vote.

A motion to adjourn was made at 6:35 by Councilman Brad Hanley with a 2nd from Councilwoman Dana Sloan with a unanimous vote. Our next regular meeting is scheduled for Tuesday, July 7th at 6:00.
