ELGIN TOWN COUNCIL MEETING

MINUTES FOR June 5th, 2018

CALL TO ORDER

The monthly meeting of the Elgin Town Council was held Tuesday, June 5th at 6:00pm with Mayor Melissa Emmons presiding.

ROLL CALL

Present were Councilman Brad Hanley, Councilman Edward Smith, Councilwoman Naomi Eyers, and Mayor Melissa Emmons

INVOCATION

Mayor Melissa Emmons gave the invocation.

PLEDGE OF ALLEGIANCE

Councilman Brad Hanley led Town Council and all others attending the meeting in the Pledge of Allegiance

ACCEPTANCE OF June 5th, 2018 MEETING MINUTES

A motion was made by Councilman Brad Hanley to accept the May 1st minutes with a 2ndmotion by Councilwoman Naomi Eyers without further discussion and a unanimous vote.

  • Councilman Ed Smith- Informed those in attendance that The Play Foundation requested for financial assistance to assist with their endeavor. Was done in a closed email, and voting should never be performing, to spend money in a closed email, without providing the citizens a voice on how we spend their, the taxpayers ‘money.  Councilman Ed Smith’s briefing on June 5, 2018During the April Council Meeting, The Play Foundation made a presentation and requested financial assistance to assist with their endeavor.

    On April 23rd, an email was sent out by a councilmember asking for consideration of this request. There was zero reply to this email.

    On May 14th, the same councilmember sent another email, requesting “We should say yes or no – get a consensus one way or the other.” Once again, council did not respond to this request.

    On May 22nd, during the FY2018-2019 workshop, it was brought up once again to financially donate to their endeavor. At that time, council moved past the discussion, however placed money into the 2018-2019 Research and Development account to potentially assist with future requests as well as Potter Community Park projects.

    On May 30th, the same councilmember sent another email inquiring“Is everyone favorable toward a $1500 contribution to support the all American city effort (county in our case). If so, please affirm. If not please so state.”Once again, council did not respond to this request.

    I responded in an email with opposition to us voting though a closed email. This is something that shouldn’t be voted on through email, but rather an open council meeting. The citizens should have some voice into us financing this endeavor. Please reconsider this vote to give the citizens this opportunity.

    Council voted, through email, to give the approval for $1500.

    On June 1st, the Mayor made a request to the town clerk to issue a check for $1500. During the entire process, the Mayor recused herself from all discussions pertaining to the Play Foundation since being an active member.

    The Foundation has created a wonderful playground and currently working to create a Farmers’ Market the citizens will be proud of. I would like to remind all that I was in favor of donating to the Farmers’ Market by bringing it to the table with a motion or 2ndmotion followed up with a vote to provide a donation.

    My concern is voting should never be performed, to spend money in a closed email, without providing the citizens a voice on how we spend their, the taxpayers’ money, especially on a private entity that doesn’t hinder the day to day operations for the Town of Elgin. This was not an emergency but did have time constraints. Without using a slippery slope argument, where does this stop with spending the citizens’ money. Transparency should always be in the forefront when spending occurs.

Center.  On 6/18 @ 7:00 Meeting for Planning and Zoning to discuss new procedures

OLD BUSINESS

2ndreading on the Ordinance 235, 2018-2019 Working Budget – An increase was made 4.6% for Res & Dev & 6.72% in contingency , A motion was made by Councilman Brad Hanley to accept the budget with a 2ndmotion by Councilman Ed Smith without further discussion and a unanimous vote.                                                                                                                                                                                                                                                                                                   

COMMITTEE MEETING BREIFING

Brad Hanley-Potter Community Park Update- A committee meeting will take place when Dana Sloan returns to discuss benches, umbrella/ covers and additional lighting. Well have to look in to the 1 year and 10 year warranty.

NEW BUSINESS

Chief Brown- Ammunition donations form VFM- Post 1107 of $1000.00 Grant- will double time officers can practice at the range with ammo.

                                                                                                                                                                                                                                                           A motion to adjourn the meeting was made at 6:45 pm by Councilman Brad Hanley with a 2nd motion by Councilwoman Naomi Eyers, without further discussion and a unanimous vote.
