ELGIN TOWN COUNCIL MEETING
MINUTES for June 30, 2014

CALL TO ORDER

The monthly meeting of the Elgin Town Council was held Monday, June 30, 2014 at 6:00pm with Mayor Brad Hanley presiding.

ROLL CALL

Present were Mayor Brad Hanley, Councilwoman Melissa Emmons, Councilman Edward Smith, Councilwoman Dana Sloan, and Councilwoman Candy Silvers.

INVOCATION

Councilwoman Melissa Emmons gave the invocation.

PLEDGE OF ALLEGIANCE

Mayor Brad Hanley led Town Council and all others attending the meeting in the Pledge of Allegiance

ACCEPTANCE OF June 10, 2014 MEETING MINUTES

A motion was made by Councilwoman Melissa Emmons to accept the June 10th minutes as is and this was 2nd by Councilwoman Dana Sloan without further discussion, with a unanimous vote.

OLD BUSINESS
Councilwoman Melissa Emmons informed Council and those present of the Military Salute Memorial Dinner, which raised over $1,500. The Blaney Fire Department will be funding the completion of the lighting and concrete. A water tap is needed and will cost approximately $1400 and monthly fee will be approximately $25.24. Landscaping will be the last item to complete and will be donated as well.

The water tap for the Military Salute Memorial was accepted by unanimous vote after being motioned by Councilwoman Melissa Emmons and 2nd by Councilwoman Dana Sloan.

Councilwoman Dana Sloan gave an update on Potter Community Park. She stated there has not been much change from our last meeting as Harris Kohn had put the project on hold until Randy Pruitt came back from training on the 22nd and after the 4th of July weekend, at which time they will resume with pouring of the concrete and erect the building.

NEW BUSINESS
Mayor Brad Hanley presented the 2nd reading of the 2014-2015 Working Budget which was accepted by unanimous vote after being motioned by Councilwoman Melissa Emmons and 2nd by Councilman Ed Smith.

Mayor Hanley would like to place an ad and start taking sealed bids for the location at 1200 Ross Street. Randy Pruitt verified there must be 1 parking space per every 400 square feet. The bids must be restricted and the intended use of the property.

Mayor Hanley would also like to place an ad for a Municipal Judge. He would like for the ad to include the Town prefers an Associate Degree, but it is not required, code of laws and attributes. The requirements for a Municipal Judge can be found at statehouse.gov under section 5.

Kershaw County approved 2 Crossing Guards and 1 SRO Deputy for the Town of Elgin. Elgin Police Department will conduct the hiring and supervision of those selected.

June 30, 2014 TCM (Cont’d.)

Discussion of the new Stormwater Management Permit was initiated by Mayor Hanley. Since there is more land mass in the County verses the Town he would like to verify if the funding is equitable. There are 2 discharge locations; 1 at White Pond Road and 1 at Bowen and Watson. Mayor Hanley stated after an agreement has been reached an Ordinance would have to be adopted.

Charity Permit requests were read.

PUBLIC FORUM

A motion to adjourn the meeting was made 7:05pm by Councilwoman Dana Sloan, with a 2nd by Councilwoman Candy Silvers, with a unanimous vote.
