ELGIN TOWN COUNCIL MEETING

MINUTES FOR JUNE 2, 2015

 

 

CALL TO ORDER

 

The monthly meeting of the Elgin Town Council was held Tuesday, June 2 at 6:00pm with Mayor Melissa Emmons presiding.

 

ROLL CALL

 

Present were Mayor Melissa Emmons, Councilman Brad Hanley, Councilman Edward Smith, Councilwoman Candy Silvers and Councilwoman Dana Sloan.

 

INVOCATION

 

Preacher Ken Jackson gave the invocation.

 

PLEDGE OF ALLEGIANCE

 

Councilman Brad Hanley led Town Council and all others attending the meeting in the Pledge of Allegiance

 

ACCEPTANCE OF MAY 5, 2015 MEETING MINUTES

 

A motion was made by Councilwoman Candy Silvers to accept the May 5th minutes and with a 2nd motion by Councilman Ed Smith , Mayor and Town Council accepted without further discussion and  a unanimous vote.

MAY COMPLAINTS

Chief Brown received a complaint about Bubba Ernst’s yard having a large tarp hanging from trees and a commode sitting in the yard with lights on it.  The complaint was turned over to Lt. Wilson for investigation and Lt. Wilson went to the subject in question and took pictures (attached).  Lt. Wilson then sent Zoning Administrator, Randy Pruitt, the pictures and asked for his assistance in the matter.  Mr. Pruitt advised Mayor and Council that the issues had been resolved and Mr. Ernst was present to affirm he had taken care of the issues.

 

OLD BUSINESS

Mayor Emmons discussed the letter from Town Attorney, John Wells, regarding the Blaney- Elgin Museum which in turn the information was given to Zoning Administrator, Randy Pruitt for further review.  Mr. Pruitt was asked to contact Shirley Miles with the Blaney- Elgin Historical Society to review their plans and discuss the restrictions the property may have for their proposal.  Mr. Pruitt was asked to make a list for her and present to Town Council.

 

Mayor Emmons presented the 1st reading of Zoning Ordinance Article 3 allowing hens within the town limits.  Councilwoman Candy Silvers motioned to approve this Zoning Ordinance with a 2nd motion by Councilwoman Dana Sloan without further discussion, with a unanimous vote.

 

PUBLIC MEETING

Mayor Emmons proposed the 2nd reading of the 2015-2016 Budget; however, no motion was made to approve the reading and the Budget was tabled and another Public hearing will be scheduled.

 

NEW BUSINESS

Zoning Administrator, Randy Pruitt, recommended existing Planning and Zoning Chairman, Jimmy Crosby to be appointed to the Planning and Zoning Committee for another term and Mr. Ronald Collins for Zoning Board of Appeals.  After reviewing their credentials Councilwoman Candy Silvers motioned to approve their appointments with a 2nd motion by Councilman Ed Smith without further discussion, with a unanimous vote.

 

Mayor Emmons presented certificates of appreciation to the Elgin Police Department, Kershaw Health and fire departments from Antioch, Bethune, Blaney, Lugoff, Doby’s Mill, Mt. Pisgah and Pine Grove for their response to a fire which destroyed two businesses on Mother’s day in May.  Mayor and Council recognized

two Officers (Lt. Anders and Lt. Hines) who were off duty and helped direct traffic and the fire departments for preventing the loss of additional businesses and collaborating to contain the fires.  Mayor and Council recognized KershawHealth for sending an ambulance to the scene.  Councilwoman Dana Sloan, whose husband’s family owns one of the destroyed businesses, also thanked emergency responders for assisting.  She went on to thank everyone for the outpouring consideration of the Town and stated her family is forever grateful.

 

Mayor Emmons presented the resolution for The Santee Lynches Hazard Mitigation Plan which will enable the Town of Elgin FEMA assistance in the event of a State of Emergency due to a catastrophic event in the Town.   Councilman Brad Hanley motioned to approve the Plan with a 2nd motion by Councilwoman Dana Sloan without further discussion, with a unanimous vote.

A motion to adjourn the meeting was made at 6:35pm by Councilman Brad Hanley with a 2nd motion by Councilwoman Dana Sloan, with a unanimous vote.
