ELGIN TOWN COUNCIL MEETING

MINUTES FOR JUNE 14, 2016

 

CALL TO ORDER

The monthly meeting of the Elgin Town Council was held Tuesday, June 14th at 6:00pm with Mayor Melissa Emmons presiding.

 

ROLL CALL

Present were Mayor Melissa Emmons, Councilman Brad Hanley, Councilman Edward Smith, Councilwoman Candy Silvers, and Councilwoman Dana Sloan.

 

INVOCATION

Mayor Emmons gave the invocation.

 

PLEDGE OF ALLEGIANCE

Councilman Brad Hanley led Mayor, Town Council and all others attending the meeting in the Pledge of Allegiance

 

ACCEPTANCE OF MAY 3, 2016 MEETING MINUTES

A motion was made by Councilman Brad Hanley to accept the May 3rd minutes with a 2nd motion by Councilman Ed Smith without further discussion and a unanimous vote.

 

MAY COMPLAINTS

None reported


PUBLIC HEARING

A motion was made by Councilwoman Dana Sloan to open the discussion for the 2nd reading of the 2016-2017 budget with a 2nd motion by Councilman Brad Hanley.  Line items 7130 Town Hall Salaries was decreased from $51,000 to $50,000; 7095 Town Hall Bank Charges was decreased from $2,500 to $2,200 and 7102 Town Hall Technology was reduced from $1,000 to $750.  A motion was made by Councilman Brad Hanley to make the changes and approve the 2nd reading of the 2016-2017 budget with a 2nd motion by Councilwoman Dana Sloan without further discussion and a unanimous vote.

 

COUNCIL BRIEFING

  • Councilwoman Candy Silvers had no new information to report
  • Councilwoman Dana Sloan had no new information to report
  • Mayor Emmons stated there is a clean up day scheduled for July 30th from 8am until 11am at the Elgin Library and encouraged any that are available to attend
  • Councilman Brad Hanley stated he was approached by former Mayor Pete James to inform Council about buzzards gathering around a local restaurant late in the evening and would like something done about it. Mayor Emmons stated she would contact wildlife and see if they could assist with the matter. (A formal complaint was not filed by former Mayor James)
  • Councilman Ed Smith had no new information to report

 

OLD BUSINESS

Mayor Emmons presented the business module from Nicholson Business Systems to Council which was tabled until a workshop could be scheduled to discuss the module further.

 

NEW BUSINESS

City of Camden Planner, Shawn Putnam gave a presentation of the Kershaw County Greenway Plan to promote “Eat Smart Move More” and suggestions for the Elgin area included widening roads to include a bike lane.

 

PUBLIC FORUM

A motion to adjourn the meeting was made at 6:55pm by Councilman Brad Hanley with a 2nd motion by Councilwoman Candy Silvers, without further discussion and a unanimous vote.
