ELGIN TOWN COUNCIL MEETING

MINUTES FOR JULY 3, 2018

 

CALL TO ORDER

 

The monthly meeting of the Elgin Town Council was held Tuesday, July 3rd at 6:00pm with Mayor Melissa Emmons presiding.

 

ROLL CALL

 

Present were Councilman Edward Smith, Councilwoman Naomi Eyers, Councilwoman Candy Silvers and Mayor Melissa Emmons

 

 

INVOCATION

 

Mayor Melissa Emmons gave the invocation.

 

 

PLEDGE OF ALLEGIANCE

 

Councilwoman Candy Silvers led Town Council and all others attending the meeting in the Pledge of Allegiance

 

ACCEPTANCE OF June 5th, 2018 MEETING MINUTES

A motion was made by Councilman Ed Smith to accept the June 5th minutes with a 2ndmotion by Councilwoman Naomi Eyers, without further discussion and a unanimous vote.

COUNCIL BRIEFING

  • Councilman Ed Smith- Nothing
  • Councilwoman Naomi Eyers- thanked the individuals on the Kershaw County Delegation that traveled to Denver and represented our community in the “All America City” Competition and she expressed gratitude to the family members that stayed behind to take care of everything.
  • Councilwoman Candy Silvers- Nothing
  • Mayor Emmons –informed Council that the Stormwater Notice of Intent-Small MS4 General Permit Renewal had been submitted to South Carolina DHEC prior to the July 5th  She also stated that ads for the Town of Elgin’s new Part-Time Position would be running in the Chronicle Independent and Elgin News for the next (2) weeks

OLD BUSINESS

 

 

COMMITTEE MEETING BREIFING

  • Dana Sloan- Potter Park Update- explaining that the next phase of development would be the installation of benches that would be located around the park.  She stated that forms would be going out at the end of the month to allow individuals to purchase them in honor/memory of loved ones.She asked Council if a Workshop could be scheduled to discuss plans for a Community Center and Mayor Emmons stated that she felt that would be beneficial and she would like to allow the public to participate as information is gathered.

 

 

NEW BUSINESS

 

Becky Robinson- presented Council with a signed letter from the commission regarding the 5-Year Review of the Town of Elgin’s Comprehensive Plan with no recommended changes at this time.  This plan will be up for further review in the next 5 years.  She also presented to Council a recommendation for an amendment to procedures of the Elgin Zoning Ordinance in Section 9.2 adding item (3)-Review by Planning Commission, Section 9.3-2-Posting of Property and Section 9.5-Fees.  After some discussion, the amendments passed the 1stReading and a Public Hearing and the 2ndReading will take place at the August 7thMeeting.  

 

 

Chief Brown- Mutual Aid Agreement with Bishopville that was approved.  He also stated that the “Law & Disorder” Palmetto Championship Wrestling Event taking place on August 4that Stover Middle School would benefit the Elgin PD Toys Roundup and Caring Hands Foundation.   Elgin Police Department will be hosting “National Night Out” at Potter Community Park in Elgin on Tuesday, August 7thfrom 7:00-9:00 PM with Target Distribution Center being one of the sponsors.  This will be a great family event and we encourage everyone to come out and meet our officers and your neighbors.

                                                                                                                                                                                                                                                     

 

A motion to adjourn the meeting was made at 6:36 pm by Councilwoman Naomi with a 2nd motion by Councilwoman Candy Silvers, without further discussion and a unanimous vote.
