ELGIN TOWN COUNCIL MEETING

MINUTES FOR JULY 11TH, 2017

 

CALL TO ORDER

 

The monthly meeting of the Elgin Town Council was held Tuesday, July 11th at 6:00pm with Mayor Melissa Emmons presiding.

ROLL CALL

Present were Mayor Melissa Emmons, Councilman Brad Hanley, Councilman Edward Smith, Councilwoman Candy Silvers, and Councilwoman Naomi Eyers

INVOCATION

Mayor Melissa Emmons gave the invocation.

PLEDGE OF ALLEGIANCE

Councilman Brad Hanley led Mayor, Town Council and all others attending the meeting in the Pledge of Allegiance

ACCEPTANCE OF JUNE 6TH, 2017 MEETING MINUTES

A motion was made by Councilman Brad Hanley to accept the June 6th                                                                                                                                                                                                                                                                                                                              minutes with a 2nd motion by Councilman Ed Smith without further discussion and a unanimous vote.

COUNCIL BRIEFING

  • Councilman Ed Smith had nothing to report
  • Councilman Brad Hanley had nothing to report
  • Councilwoman Naomi Eyers had nothing to report
  • Councilwoman Candy Silvers stated the grass at Potter Park was not cut before July 4th; however, information was provided that it had been cut but had grown rapidly due to the amount of rain and Councilman Brad Hanley stated “that’s how that highway grass is”.
  • Mayor Emmons stated the Elgin Library will be the designated area for Kershaw County to host the Solar Eclipse party on August 21st at 1:30pm until 3:30pm. She also stated Movies on Main will be July 28th and featuring Disney’s movie Moana. Elgin’s National Night out will be August 1st at Potter Park starting at 6:30pm

OLD BUSINESS

COMMITTEE MEETING BREIFING

Dana Sloan stated County Councilman stated the soil sample cost $400 and the results were that there was “clean soil” and DHEC compliant. She also stated the committee will have to follow the procurement for PRT and the Town; however, since the track will be funded by the Town then it would have to follow it’s own Procurement.

After some discussion about the walking track and Potter Drive; Town Attorney, John Wells, stated that since Wooten Ct. is privately owned they may be able to “trade” Potter Drive’s State maintenance for Wooten Ct. in the event Potter Drive is removed.

NEW BUSINESS

Chief Brown presented to the Mayor and Council the Mutual Aide agreement between Elgin Police Department and Kershaw County Sheriff’s Department and asked for their approval to proceed with this agreement. A motion was made by Councilwoman Candy Silvers to accept the Mutual Aide Agreement with a 2nd motion by Councilman Brad Hanley, without further discussion and a unanimous vote.

Chief Brown also stated that all of his Officers are now trained in the administration of Narcan for drug overdose cases.

Laurey Carpenter, Executive Director of Habitat for Humanity, gave a presentation for the Kershaw County Farmers Market, which is being funded through the PLAY Foundation. The Farmers Market will be ADA compliant and the cost of the project is $470,000. Phase 1 has been completed and paid for. The Town of Bethune has donated $500 and Kershaw County donated $2,000, she asked if the Town of Elgin could donate toward this project. Mayor Emmons recused herself, as she serves on the PLAY Foundation Board. A motion was made by Councilman Brad Hanley to donate $1,000 toward this project with a 2nd motion by Councilman Ed Smith, without further discussion and a unanimous vote.

A motion to adjourn the meeting was made at 6:32pm by Councilman Brad Hanley with a 2nd motion by Councilwoman Candy Silvers, without further discussion and a unanimous vote.
