ELGIN TOWN COUNCIL MEETING
MINUTES FOR JANUARY 6, 2015

CALL TO ORDER

The monthly meeting of the Elgin Town Council was held Tuesday, January 6 at 6:00pm with Mayor Brad Hanley presiding.

ROLL CALL

Present were Mayor Brad Hanley, Councilwoman Melissa Emmons, Councilman Edward Smith, Councilwoman Candy Silvers and Councilwoman Dana Sloan.

INVOCATION

Councilwoman Melissa Emmons gave the invocation.

PLEDGE OF ALLEGIANCE

Mayor Brad Hanley led Town Council and all others attending the meeting in the Pledge of Allegiance

ACCEPTANCE OF DECEMBER 3, 2014 MEETING MINUTES

A motion was made by Councilwoman Melissa Emmons to accept the December 3 minutes and with a 2nd motion by Councilwoman Dana Sloan without further discussion, with a unanimous vote.

OLD BUSINESS
Mayor Hanley discussed the condition of the Tennis Courts and potential for future uses. Due to the dilapidated condition of the Tennis courts they are beyond repairing; therefore, Kershaw County can raze the courts. The property is zoned RS-1 and approximately 3 acres. Mayor Hanley suggested applying for a grant and asked for suggestions on the use of the property. He asked that everyone give it some thought and present to Town Council at our next meeting.

PUBLIC MEETING

NEW BUSINESS
Chief Brown recommended changing the Town’s policy procedures, as he has changed the Police Department’s per the State’s recommendation for insurance purposes. Mayor Hanley and Town Council agreed and a new policy procedure will be implemented.

Chief Brown gave an update on the Toys RoundUp Fund and stated that they were able to help 150 children, 64 families with 40 food baskets and 20 fruit baskets to the seniors in our community due to the funding they received. He stated this is an increase to the 100 children they helped last year. He was extremely thankful and appreciative for everyone that assisted and donated to this worthy cause.

PUBLIC FORUM
Amy Schofield from the Kershaw County Library requested approval from Town Council to start remodeling the Elgin Library from a donation left by Ms. Claudia Evans of $30,000. Ms. Schofield had a list of improvements but the primary improvement was to enclose the screened in porch. This improvement will enable the Library to be more secure and cosmetically pleasing to the community. Ms. Schofield assured Council that the company chosen to complete the remodeling will follow Kershaw County procurement codes. Mayor Hanley made a motion to accept the remodeling for the Elgin Library and the motion was accepted by Councilwoman Melissa Emmons with a 2nd motion by Councilwoman Candy Silvers without further discussion, with a unanimous vote.

A motion to adjourn the meeting was made at 6:35pm by Councilwoman Melissa Emmons with a 2nd motion by Councilwoman Candy Silvers, with a unanimous vote.
