The monthly meeting of the Elgin Town Council was held Tuesday, February 5, 2013 at
7:00 p.m. at the Elgin Town Hall with Mayor Brad Hanley presiding. Council members
present were Roger Ross and Norman (Bubba) Ernst.
Invocation was given by Doris Kling and the Pledge of Allegiance was led by Mayor
Chief Harold Brown presented a “Chiefs Award” (first in 12 years) to Abigail Branham
who is 13 years old for her decision and courage to go to the proper authorities to report a
situation that she knew was wrong. Chief Brown stated that he and the citizens of Elgin
are proud of her and are grateful for her standing up for what is right.

Mayor Hanley and Council recognized one new business license for: Peebles
BBQ/Ribs/Wings (old Hammy’s BBQ)
Randy Pruitt (Town Building and Zoning Inspector/Administrator) announced that as a
member of the National Guard, he will probably be leaving for Afghanistan around
September of this year and serve there until January, 2015. He recommended “Mike” (he
did not want to reveal Mike’s last name) as his replacement during his absence. Mike is a
qualified and certified inspector. Randy stated that the Pine Forest sub-division is
growing and could possibly build another 40 homes in that area.
Randy stated that Vismor is still working on the Town’s comprehensive plan for planning
and zoning ordinances and a new fee schedule. Positions remain available on the Zoning
Board of Appeals and the Planning Commission
Financial Information – Lost revenue around 13% lower than last month – about 5.8%
down from December. Police fines were around $2,000.00 for month of January.
January Complaints – Chief Brown reported that a portion of Oakland Drive (in White
Hills sub-division) was in need of repaving. Judy Buchanan called DOT maintenance
and spoke with Sandy who said she would get a crew out to repair it.
Old Business – Flag is up at Elgin Library.
Chief Harold Brown informed Mayor and Council of lease for a 2012 Dodge Charger –
lease is provided by a Federal Task Force that includes Sergeant Wilson of the Elgin PD –
cost of lease is $690.00/month. The car will need lights and a siren – cost is around
$2,000.00. Council approved Chief Brown’s request. Chief Brown reported that they
sold the old police care for $800.00.

Chief Brown also reported he has applied for two grants; one for new radios and one for
video cameras in the police vehicles. He also requested money be placed in “repair
funds” – Elgin Police Department cars are older and now requiring more maintenance.
Madge Strickland came into council meeting to report results of the Town’s election
today (Feb. 5, 2013) – Dana Sloan, 14 votes (4 year term) and 4 other votes for other
Mayor Hanley welcomed Edward Smith (ran unopposed) to Town Council. Mr. Smith
will be sworn in at the March Town Council Meeting (4 year term).
Public Forum – Anna Chason, member of the Blaney/Elgin Historical Society, presented a
letter Mayor and Council requesting permission to use Town Hall and adjacent areas for a
yard sale to be held on April 6, 2013. The Society will provide their own liability
insurance. Motion to approve by Councilman Ross, 2
