ELGIN TOWN COUNCIL MEETING

MINUTES FOR FEBRUARY 2, 2016

CALL TO ORDER

The monthly meeting of the Elgin Town Council was held Tuesday, February 2nd at 6:00pm with Mayor Melissa Emmons presiding.

ROLL CALL

Present were Mayor Melissa Emmons, Councilman Edward Smith, Councilwoman Candy Silvers, and Councilwoman Dana Sloan.

INVOCATION

Mayor Melissa Emmons gave the invocation.

PLEDGE OF ALLEGIANCE

Mayor Melissa Emmons led Town Council and all others attending the meeting in the Pledge of Allegiance

ACCEPTANCE OF JANUARY 5, 2016 MEETING MINUTES

A motion was made by Councilwoman Candy Silvers to accept the January 5th minutes with a 2nd motion by Councilman Ed Smith without further discussion and a unanimous vote.

COUNCIL BRIEFING

  • Councilwoman Candy Silvers stated she had just attended the MASC class and it was very informative
  • Councilwoman Dana Sloan had no new information to report
  • Councilman Ed Smith had no new information to report

OLD BUSINESS

Councilwoman Dana Sloan gave a FOIA update and proposed to reduce our current FOIA charge to $10.00 an hour in an effort to be more fluid and transparent.  Mayor Emmons and Council agreed the hourly rate should be changed to $10.00 an hour and the color copy fee be noted on the current fee schedule.  A motion was made by Councilwoman Dana Sloan to change the hourly rate to $10.00 with a 2nd motion by Councilwoman Candy Silvers without further discussion and a unanimous vote. Councilwoman Sloan asked that the new fee schedule be posted on the Town website. 

John Caughman from the Kershaw County Election Commission gave an update on the election cycle and process.  His recommendation is that prior to 2017, a new ordinance be adopted to be in conjunction with other Municipalities and the State for voting procedures.  Mayor Emmons asked if we could amend the current Ordinance 137 to follow the new procedures.  Town Clerk, Melony Hudson-Martin was asked to send Mr. Caughman the current Ordinance 137 and he will advise the proper procedure for the change.  Mr. Caughman stated filing fees would be paid at the Kershaw County Election Commission in lieu of Town Hall.

Chief Brown updated Mayor and Council on the progress being made with the new Loss Control procedures.  Chief Brown gave Mayor Emmons and Council a copy of the Elgin Safety Committee meeting minutes and Mission Statement.  He thanked Councilman Brad Hanley and Councilman Ed Smith for their assistance.  Chief Brown asked Mayor Emmons and Council approval to purchase smoke detectors/alarms since there are none in Town Hall or the Police Department.  Approval was granted.

Chief Brown is now in the process of setting up a Fitness program, as this will enable the Town to receive more points in an effort to further reduce the Worker’s Compensation Insurance.

Mayor Emmons asked that Michael Conley’s VisionKershaw 2030 update be rescheduled for a Workshop on February 22nd or 25th at 6pm.  Council will email Mayor to confirm which date is suitable.

Councilwoman Dana Sloan stated she nor Council had received financials or the Cash Disbursement Journal for December or January at which time Town Clerk, Melony Hudson-Martin and Mayor Emmons stated these items had been requested in writing from the Town Accountant and would be sent to all of Council as soon as they were received.  Town Clerk, Melony Hudson-Martin apologized for not having December financials in Councils boxes and would give Council copies after Town Council Meeting adjourned.

A motion to adjourn the meeting was made at 6:40pm by Councilwoman Candy Silvers with a 2ndmotion by Councilman Ed Smith, with a unanimous vote.
