ELGIN TOWN COUNCIL MEETING

MINUTES FOR AUGUST 1st, 2017

 

CALL TO ORDER

 

The monthly meeting of the Elgin Town Council was held Tuesday, August 1st at 6:00pm with Mayor Pro Tem Brad Hanley presiding.

 

ROLL CALL

 

Present were Councilman Brad Hanley, Councilman Edward Smith, Councilwoman Candy Silvers, and Councilwoman Naomi Eyers.  Mayor Melissa Emmons was absent.

 

 

INVOCATION

 

Dana Sloan gave the invocation.

 

 

PLEDGE OF ALLEGIANCE

 

Councilman Brad Hanley led Town Council and all others attending the meeting in the Pledge of Allegiance

 

ACCEPTANCE OF JULY 11H, 2017 MEETING MINUTES

A motion was made by Councilwoman Candy Silvers to accept the July 11th                                                                                                                                                                                                                                                                                                                                      minutes with a 2nd motion by Councilwoman Naomi Eyers without further discussion and a unanimous vote.

PUBLIC HEARING

 

 

COUNCIL BRIEFING

  • Councilwoman Candy Silvers had nothing to report. She congratulated her husband, Silas Silvers, for being in the military for 31 years today.
  • Councilwoman Naomi Eyers had nothing to report
  • Councilman Brad Hanley stated Potter Community Park will now be the designated area for Kershaw County to host and Town of Elgin to cohost the Solar Eclipse party on August 21st at 1:30pm until 3:30pm. He also announced the National Night Out starting at 6:30pm tonight at Potter Community Park which is being hosted by our Elgin Police Department.
  • Councilman Ed Smith had nothing to report

 

 

OLD BUSINESS

 

 

 

COMMITTEE MEETING BREIFING

Dana Sloan presented Town Council with 3 renderings from Landplan Group South.  There was discussion of the 3 renderings, 2 of which will allow more accessibility for the walking tract.  Councilman Ed Smith stated water retention would need to be considered as well. 

Dana Sloan mentioned paved parking cannot be funded through the grant money received.  She asked that the committee be allowed to continue to move forward with the walking tract and pursue a contract with the builder.  Town Attorney, John Wells, stated before a contract can be signed a sketch would need to be provided of the placement of the walking tract. 

 

 

Dana Sloan stated the committee could possibly meet after the SCDOT meeting on August 14th and make a decision with the walking tract at that time.  Councilwoman Candy Silvers stated rendering #1 looks more like the one they had originally discussed.

Councilman Hanley asked that all of council forward their comments and concerns to him or Committee Chairwoman, Dana Sloan; such as suggestions on their preference of the park layout, potential modifications to any of the 3 layouts proposed already, any questions for the firm (Rick) that completed the renderings – for consolidation so that we may ask the firm to redraw (if that is a council desire) some renderings, answer questions.

A motion to adjourn the meeting was made at 6:20pm by Councilman Brad Hanley with a 2nd motion by Councilwoman Candy Silvers, without further discussion and a unanimous vote.
