ELGIN TOWN COUNCIL MEETING

MINUTES FOR AUGUST 2nd, 2016

CALL TO ORDER

The monthly meeting of the Elgin Town Council was held Tuesday, August 2nd at 6:00pm with Mayor Melissa Emmons presiding.

ROLL CALL

Present were Mayor Melissa Emmons, Councilman Brad Hanley, Councilman Edward Smith, Councilwoman Candy Silvers, and Councilwoman Dana Sloan

INVOCATION

Mayor Melissa Emmons gave the invocation.

PLEDGE OF ALLEGIANCE

Councilman Brad Hanley led Mayor, Town Council and all others attending the meeting in the Pledge of Allegiance

ACCEPTANCE OF JULY 5, 2016 MEETING MINUTES

A motion was made by Councilwoman Candy Silvers to accept the July 5th minutes with a 2nd motion by Councilwoman Dana Sloan without further discussion and a unanimous vote (exception of Councilman Brad Hanley).

JULY COMPLAINTS

Beth from Ledford’s Termite & Pest Control called and stated she had not received a copy of their business license and asked to be sent another one. Melony Martin stated the business license are hand written and cannot be reissued as it would have a different number. The original hand written copy had been sent to their main office in Charleston and Beth was very upset as she could not understand why we could not reproduce another license with the same number or provide a sticker for their work vehicles that service customers in the Elgin area like other cities. Melony Martin apologized and made a copy of the carbon handwritten business license and mailed to Beth’s office in Columbia.   Beth stated her Manager would not be happy about his drivers carrying a copy of a copy of a business license and stated that was very unprofessional. Melony Martin apologized for the inconvenience and assured Beth she would let the Mayor know of her concerns.  

PUBLIC HEARING

COUNCIL BRIEFING

  • Councilwoman Candy Silvers had no new information to report
  • Councilwoman Dana Sloan stated there will be a Potter Community Park Committee Meeting on Thursday, August 25th at 6pm at Town Hall to discuss Christmas lights and bids for the walking trail if anyone would like to attend
  • Councilman Brad Hanley stated he was extremely concerned about some Facebook posts a former Town employee had been posting negative statements about Town Council. He wanted to assure the community that Town Council does serve on various Committees and work with different organizations to help serve the community
  • Councilman Ed Smith requested that the procedures for Public Forum be followed and adhere to the 6pm deadline for signing up.   At this time Councilman Brad Hanley made a motion to change the policy for Public Forum to allow Elected Officials to speak at their convenience. Councilman Candy Silvers asked for clarification of Elected Officials, whether it is for past or present Elected Officials. Mayor Melissa Emmons stated to be clear it would be for active Elected Officials. A second motion was made by Councilwoman Dana Sloan to accept the Policy change for Public Forum to allow active Elected Officials to speak at their convenience without further discussion and a unanimous vote
  • Mayor Emmons stated there is a Back to School Bash Saturday, August 6th at Potter Community Park from 10am until 6pm. She also stated the Elgin Community Build Day with Habitat for Humanity and Town of Bethune employees was a success and they were able to line the parking lot at the Elgin Library. There will be another such event in Bethune she will be attending Saturday, August 6th from 8:30 until 10:30 and invited anyone to come and help. She reminded everyone school will be starting back August 15th and to use caution while in traffic.

OLD BUSINESS

            Mayor Emmons presented the Business Module from Nicholson Business Systems and asked Council if they had any questions and if they would like to make a motion to purchase the Module. Councilman Brad Hanley stated he would like to know from the current accountant, Dooley & Company if we would need internal control device or not. Councilman Hanley stated he feels everyone is interested in pursuing the Business Module but would like further information from the current accountant. The purchase is tabled until the next Town Council Meeting pending further information.

NEW BUSINESS

            Councilwoman Dana Sloan motioned to go into Executive Session pursuant to Section 30-4-70 (a) (1) Discussion of employment, appointment, compensation, promotion, demotion, discipline, or release of an employee, a student, or a person regulated by a public body or the appointment of a person to a public body with a 2nd motion by Councilwoman Candy Silvers without further discussion and a unanimous vote. Town Attorney, John Wells, was invited into Executive Session.

Councilwoman Dana Sloan made a motion to come back into open session with a 2nd motion by Councilman Brad Hanley without further discussion and a unanimous vote. Mayor Emmons stated there were no decisions made and no actions taken.

PUBLIC FORUM

A motion to adjourn the meeting was made at 7:10pm by Councilwoman Candy Silvers with a 2nd motion by Councilman Brad Hanley, without further discussion and a unanimous vote.
