MINUTES FOR APRIL 12, 2016 (REVISED)

CALL TO ORDER

The monthly meeting of the Elgin Town Council was held Tuesday, April 12th at 6:00pm with Mayor Melissa Emmons presiding.

ROLL CALL

Present were Mayor Melissa Emmons, Councilman Brad Hanley , Councilman Edward Smith, Councilwoman Candy Silvers, and Councilwoman Dana Sloan.

INVOCATION

Mayor Emmons gave the invocation.

PLEDGE OF ALLEGIANCE

Councilman Brad Hanley led Mayor, Town Council and all others attending the meeting in the Pledge of Allegiance

ACCEPTANCE OF MARCH 1, 2016 MEETING MINUTES

A motion was made by Councilman Brad Hanley to accept the March 1st minutes with a 2nd motion by Councilwoman Dana Sloan without further discussion and a unanimous vote.

PUBLIC HEARING

COUNCIL BRIEFING
• Councilwoman Candy Silvers was excited there will now be a bakery in town and also mentioned she saw a vehicle drove in between the Military Salute Memorial and Potter Community Park and would like have something put up to restrain people from doing this.
• Councilwoman Dana Sloan had no new information to report
• Councilman Brad Hanley stated the Safety Committee did meet and found some areas of concern and they will be working to correct those issues of concern. Minutes of the meeting were provided to Mayor and Council in their packets.
• Councilman Ed Smith stated the Multicultural Event was a success and wanted to thank everyone for their time and resources that were involved. He also mentioned he would like to set up a meeting with the committee for the next phase at Potter Community Park for the walking trail.
• Mayor Emmons stated Carlos Harris with the Alpha Center worked very hard to make the Multicultural Event a success and reiterated Councilman Smith’s appreciation for all involved. They estimated between 150-200 people came and enjoyed grilled hot dogs and catering by Chavela’s.

OLD BUSINESS

NEW BUSINESS
Chief Brown asked Mayor and Council to approve a budget item transfer of $600 from fuel expense to operating costs for ammunition. A budget item transfer of $600 motion was made by Councilman Brad Hanley and 2nd motion by Councilman Ed Smith without further discussion and a unanimous vote.

Chief Brown announced the receipt of $736,877.01 in seizures deposited into General Fund in March. He thanked Mayor Emmons and Councilman Brad Hanley for their support in allowing this procedure to take place. Chief Brown stated he will have to follow the guidelines set forth by the Federal Government in the spending of the funds for the Police Department but is very appreciative for the support he and his department received.

Dr. Frank Morgan, Mark Sury and Mr. Donnie Wilson presented information regarding the Kershaw County School District Building Plan and the funding alternatives via a bond referendum and one-cent sales tax. Different scenarios were presented and discussed. Mayor Emmons and Town Council thanked everyone for their presentation and comments.

PUBLIC FORUM

A motion to adjourn the meeting was made at 7:20pm by Councilman Brad Hanley with a 2ndmotion by Councilwoman Candy Silvers, without further discussion and a unanimous vote.
